1- Resolution adopting a budget for the Orange County Community College for fiscal year 2020-2021 and providing for the raising of taxes required by such budget

2- Resolution providing for a public hearing for the Eight Year and Annual Review, proposed modifications and consolidation of Orange County Agricultural Districts Nos. 1 and 2 (9/3/2020 – 3:15 P.M.)

3- Resolution of County Legislature of the County of Orange extending an additional rate of taxes on sales and uses of tangible personal property and of certain services, on occupancy of hotel rooms and on amusement charges

4- Resolution authorizing the County Executive, in conjunction with the Orange County Attorney’s office, to accept and appropriate grant funds from the New York State Office of Legal Services (funds to enhance legal services to the indigent population in Orange County) $3,179,776.74

A-5- Certification from the Orange County Republican Committee of the recommendation of Courtney Canfield Greene to fill the vacancy for appointment in the office of Commissioner of Elections which began July 1, 2020 -Receive and File 5- Resolution appointing Courtney Canfield Greene a Commissioner of Elections

PHYSICAL SERVCES COMMITTEE:

6- Resolution of the Orange County Legislature declaring Lead Agency Status under State Environmental Quality Review Act (SEQRA) with respect to proposed Longevity Improvements and a 3 million gallons a day expansion at the Harriman Wastewater Treatment Plant, classifying such action as a Type 1 Action, issuing a positive declaration with respect to the same and requiring necessary publication in the Environmental Notice Bulletin

7- Resolution of the Orange County Legislature with respect to the State Environmental Quality Review Act (6 NYCRR Part 617), known as SEQRA, for the review of the proposed Longevity Improvements and 3 million gallons per day expansion at the Harriman Wastewater Treatment Plant to accept the DRAFT Scoping document and setting a public scoping session in relation to the same (9/3/2020 – 2:00 P.M.)

8- Resolution authorizing the County Executive, in conjunction with the Orange County Department of Public Works/Airport, to accept and appropriate a grant from the Federal Aviation Administration (Rotating Beacon) $65,790.00

9- Resolution confirming the reappointment and appointments by the County Executive to the Board of Directors of the Orange County Soil and Water Conservation District (P. Ruszkiewicz, L. Tautel, G. Constable) 10- Resolution of the Orange County Legislature authorizing a fee acquisition of two parcels of real property situated in the Town of Wawayanda, County of Orange, State of New York, in connection with the Heritage Trail Extension

JOINT-PHYSICAL SERVICES AND WAYS AND MEANS COMMITTEES:

11- Bond Resolution authorizing the preparation of surveys, preliminary and detailed plans, specifications and estimates necessary for the construction of a fleet wash building, stating the estimated maximum cost thereof is $150,000, appropriating said amount therefor, and authorizing the issuance of $150,000 bonds of the County to pay the cost thereof

12- Bond Resolution authorizing the acquisition of various machinery and apparatus for the Department of Public Works (Fleet Replacement), stating the estimated total cost thereof is $800,000; appropriating said amount therefor, including $700,000 expected to be received from the State of New York; and authorizing the issuance of $100,000 bonds of the County to finance the balance of said appropriation

13- Resolution making a supplemental appropriation to the 2020 Orange County Budget for the Orange County Department of Public Works/Environmental Facilities and Services (equipment for OCSD#1 – Sewer Surplus) $70,000.00

14- Act to abolish “Airport Operations Supervisor” and create “Airport Operations Leader” at the Orange County Department of Public Works/Airport

WAYS AND MEANS COMMITTEE:

15- Resolution authorizing the private sale and conveyance of certain County owned lands acquired by reason of a failure to redeem said lands from a tax sale to Orange County (Blooming Grove)

16- Resolution directing the cancellation of certain taxes which have been rendered unenforceable (Town of Blooming Grove 3-1-45.15 – 2018)

17- Resolution directing the cancellation of certain taxes which have been rendered unenforceable (Town of Blooming Grove 3-1-45.15 – 2019)

18- Resolution directing the cancellation of certain taxes which have been rendered unenforceable (Town of Blooming Grove 3-1-45.15 – 2020)

19- Resolution directing the cancellation of certain taxes which have been rendered unenforceable (Town of Warwick 61-1-9.222 – 2019)

PUBLIC SAFETY AND EMERGENCY SERVICES COMMITTEE:

20- Resolution confirming the reappointment and appointments by the County Executive to the Orange County Police Advisory Board (T. Hazard, P. Cirigliano, B. Zaccaro)

21- Resolution authorizing the County Executive, in conjunction with the Orange County Department of Emergency Services/Police Services, to accept and appropriate grant funds from the State of New York Governor’s Traffic Safety Committee (2021 Child Passenger Safety Program) $5,100.00

22- Resolution authorizing the County Executive, in conjunction with the Orange County Sheriff’s Office, to accept and appropriate funds from the New York State Division of Criminal Justice Services (2020-2021 Gun Involved Violence Elimination (GIVE) grant) $62,975.00

23- Act to retitle various positions at the Orange County Department of Probation HEALTH AND MENTAL HEALTH COMMITTEE:

24- Resolution authorizing the County Executive, in conjunction with the Orange County Department of Health, to accept and appropriate grant funds from the New York State Department of Health (Healthy Orange Schools and Communities grant) $101,806.00

25- Resolution authorizing the County Executive, in conjunction with the Valley View Center for Nursing Care and Rehabilitation, to accept and appropriate funds from the United States Department of Health and Human Services (COVID-19 provider relief funds under Federal CARES ACT) $1,862,459.00

27- Resolution making a supplemental appropriation to the 2020 County Budget for the Valley View Center for Nursing Care and Rehabilitation (continue upgrading nursing mechanical lifters – appropriated surplus) $70,000.00

28- Resolution making a supplemental appropriation to the 2020 County Budget for the Valley View Center for Nursing Care and Rehabilitation (upgrade resident bathrooms in the Glenmere building – appropriated surplus) $222,000.00

29- Resolution making a supplemental appropriation to the 2020 County Budget for the Valley View Center for Nursing Care and Rehabilitation (replace the anti-elopement system which supports wander management for dementia, Alzheimer’s and other at-risk residents – appropriated surplus) $150,000.00

30- Resolution making a supplemental appropriation to the 2020 County Budget for the Valley View Center for Nursing Care and Rehabilitation (upgrade food service equipment – appropriated surplus) $50,000.00

HUMAN SERVICES COMMITTEE:

31- Resolution making a supplemental appropriation to the 2020 Orange County Budget for the Orange County Department of Social Services (SNAP bonus award allocation) $64,272.00

32- Resolution authorizing the County Executive, in conjunction with the Orange County Office for the Aging, to accept and appropriate grant funds from Meals on Wheels America (COVID-19 Response Fund grant) $12,500.00

33- Resolution authorizing the County Executive, in conjunction with the Orange County Office for the Aging, to accept and appropriate grant funds from Meals on Wheels America (COVID-19 Response Fund grant) $75,000.00

34- Resolution authorizing the County Executive, in conjunction with the Orange County Office for the Aging, to accept and appropriate grant funds from the New York State Office for the Aging (Families First Coronavirus Response Act) $46,607.00

35- Resolution authorizing the County Executive, in conjunction with the Orange County Office for the Aging, to accept and appropriate grant funds from the New York State Office for the Aging (Aging and Disability Resource Center program) $44,505.00

36- Resolution authorizing the County Executive, in conjunction with the Orange County Office for the Aging, to accept and appropriate grant funds from the New York State Office for the Aging (CARES ACT) $393,460.00
