July Meeting of the Orange County Legislature
July 2, 2019 - Goshen, NY - The Orange County Legislature will meet for the monthly meeting, Tuesday, July 2, 2019, 3:30 PM, in Legislative Chambers, Orange County Government Center, 255 Main Street, Goshen, NY - 3rd Floor. A- Communication from the State of New York Department of Health dated June 3, 2019 – Copy of the Order of Consolidation for the Town of Monroe (District 3560) and the Village of Monroe (District 3526) into a single primary registration district (District 3560)-Receive and File
RULES, ENACTMENTS AND INTERGOVERNMENTAL RELATIONS COMMITTEE:
1- Resolution confirming the reappointment by the County Executive to the Orange County Board of Ethics (G. Sicina)
2- Resolution approving the consolidation of New York State Vital Statistics Registration Districts 3562 and 3531 into one district (Town of Mount Hope and Village of Otisville)
WAYS AND MEANS COMMITTEE:
3- Resolution reaffirming the Orange County Department of General Services Procurement Policy
4- Resolution amending and reaffirming the Orange County Investment Policy
5- Resolution making a supplemental appropriation to the 2018 Orange County Budget for Assigned Counsel
6- Resolution of the County of Orange, New York, pursuant to Section 41.00 of the Local Finance Law, repealing, in part, various partially unissued bond authorizations of certain bond resolutions of said County, which authorized the issuance of bonds to finance various improvements in and for the County
7- Resolution allowing the Department of Finance to transfer any unspent revenues from completed capital projects
8- Resolution allowing the Department of Finance to transfer any unspent funding back to its original source on completed capital projects
9- Resolution directing the cancellation of certain taxes which have been rendered unenforceable (Town of Warwick)
10- Resolution authorizing the private sale and conveyance of certain County owned lands acquired by reason of a failure to redeem said lands from a tax sale to Orange County (Blooming Grove, Chester, Deerpark, Goshen, Mt. Hope, Woodbury)
JOINT-PHYSICAL SERVICES AND WAYS AND MEANS COMMITTEES:
11- Amending Bond Resolution further amending the bond resolution adopted February 2, 2012, and amended on February 4, 2016, May 3, 2018, February 7, 2019 and April 5, 2019, in relation tofinancing the cost of the construction of recreational area improvements at the County-owned Heritage Trail, at the estimated total cost of $9,516,990
12- Bond Resolution authorizing the roof replacement of Hangar E at the County Airport, stating theestimated maximum cost thereof is $50,000; appropriating said amount therefor; and authorizing the issuance of $50,000 bonds of the County to finance said appropriation
PHYSICAL SERVICES COMMITTEE:
13- Resolution finding that the proposed increase and improvements to Orange County Sewer District No. 1 is in the public interest, and directing the administrative head of the district to proceed with such increase and improvements
14- Resolution of the Orange County Legislature giving Notice of Intent to Assume Lead Agency status under State Environmental Quality Review Act (SEQRA) with respect to the permit modification, construction, and other activities for the Orange County Transfer Station #1 in the Town of Goshen, making a preliminary determination that this project be classified as an Unlisted Action
15- Resolution authorizing the filing of an application for State assistance from the Household Hazardous Waste State Assistance Program and Supplement Electronic Waste Assistance Grants and the signing of the associated State Master Grant contract under the appropriate laws of New York State
16- Resolution seeking authorization to submit a 2019 New York State Consolidated Fund Application (CFA) for site work and infrastructure improvements towards the redevelopment of County owned Camp LaGuardia property
JOINT-PUBLIC SAFETY AND EMERGENCY SERVICES AND PHYSICAL SERVICES COMMITTEES:
17- Resolution authorizing the County Executive, in conjunction with the Orange County Sheriff’s Office, to amend Resolution No. 255 of 2018 to update the SEQRA determination (Orange County Tactical Training Range 2)
PUBLIC SAFETY AND EMERGENCY SERVICES COMMITTEE:
18- Resolution authorizing the County Executive, in conjunction with the Orange County Sheriff’s Office, to accept and appropriate funds from the NRA Foundation (purchase ammunition for training purposes only) $1,889.30
JOINT-HUMAN SERVICES AND WAYS AND MEANS COMMITTEES:
19- Resolution authorizing the County Executive, in conjunction with the Orange County Veterans Service Agency, to accept and appropriate grant funds from the Dormitory Authority State of New York, $350,000.00
HEALTH AND MENTAL HEALTH COMMITTEE:
20- Resolution authorizing the County Executive, in conjunction with the Orange County Department of Health, to accept and appropriate grant funds from the New York State Department of Health (Maternal and Infant Community Health Collaborative-Community Health Worker Expansion Project) $134,993.00
21- Resolution authorizing the County Executive, in conjunction with the Orange County Department of Health, to accept and appropriate grant funds from the New York State Department of Health (Public Health Emergency Preparedness Program) $235,654.00
EDUCATION AND ECONOMIC DEVELOPMENT COMMITTEE:
22- Resolution providing for a public hearing upon the tentative budget for Orange County Community College for the fiscal year beginning September 1, 2019 (8/1/19 – 3:15 P.M.)
23- Resolution authorizing the County Executive, in conjunction with the Orange County Youth Bureau, to accept and appropriate funds from the Friends of the Orange County Youth Bureau, $7,886.00
